Job Summary
The Consultant, Trade Facilitation & Investment Promotion (Transit and Trade Facilitation Bonds/Instruments) will be responsible for promoting, originating, and structuring transit and trade facilitation bonds/instruments under the African Collaborative Transit Guarantee Scheme (AACTGS). The role involves engaging with key stakeholders, developing innovative solutions, and ensuring the successful issuance of trade facilitation bonds in the African market.
The ideal candidate should have strong expertise in credit risk, international financial markets, bond structuring, and trade finance, with knowledge of customs bonds, sureties, and trade facilitation mechanisms.
Key Responsibilities
Trade Facilitation Bonds & Origination
- Work closely with ZEP-RE, under the Trans-Africa Bond Alliance (TABA) to promote, sell, and structure transit and trade facilitation bonds, including:
- Transit/customs bonds
- Container guarantees
- Trade facilitation bonds such as:
- Bid/Tender Bonds
- Advance Payment Bonds
- Performance Bonds
- Maintenance Bonds
- Retention Bonds
- Shipment Bonds
- Payment Bonds
- Develop a pipeline of transactions under the AACTGS while establishing partnerships with local insurers, sureties, freight forwarders, and corporates.
Financial Analysis & Risk Management
- Conduct financial analysis and credit risk assessment of counterparties and transactional risks.
- Evaluate cash flow, debt levels, and financial health for underwriting decisions.
- Prepare detailed risk reports, credit assessments, and exposure limits for transactions.
- Recommend appropriate terms, conditions, and structuring strategies for trade facilitation bonds.
Stakeholder Engagement & Business Development
- Develop direct relationships with regional operating offices, financial institutions, and corporate entities.
- Support the growth of intra-African trade by promoting customs and regional trade bonds.
- Engage with regulatory bodies to ensure compliance with industry standards and trade regulations.
- Work closely with legal and risk management teams to facilitate the approval and issuance of bonds.
Compliance & Regulatory Adherence
- Ensure adherence to Afreximbank’s AML, Regulatory, and Conduct Compliance policies, including:
- Anti-Money Laundering (AML) & Counter-Terrorism Financing
- Conflicts of Interest & Insider Trading Policies
- Anti-Bribery & Corruption Guidelines
- Report any suspicious or non-compliant activities to the Compliance Department.
- Complete the Annual Compliance Training & Assessment.
Minimum Qualifications & Experience

Education:
- Master’s degree in Finance, Actuarial Science, Business, Economics, or Insurance from a recognized university.

Experience:
- Minimum 8 years of experience in credit risk, bond underwriting, trade finance, or financial markets.
- Strong understanding of reinsurance, credit analysis, regulatory capital, and trade facilitation bonds.
- Hands-on experience with customs bonds, transit bonds, and surety underwriting.
- Knowledge of regional trade guarantee schemes and trade facilitation mechanisms.

Technical Skills & Knowledge:
- Expertise in bond structuring, risk mitigation, and financial modeling.
- Proficiency in trade finance instruments, guarantee schemes, and underwriting policies.
- Strong understanding of trade development policies and regional trade facilitation initiatives.

Soft Skills:
- Fluency in English is required (French, Arabic, or Portuguese is an advantage).
- Strong negotiation, stakeholder management, and relationship-building skills.
- Ability to handle complex transactions and meet tight deadlines.
- High attention to detail, professionalism, and strategic thinking.
- Willingness to travel extensively to engage with African trade and financial stakeholders.
