Job Summary
The Regional Compliance Manager, Francophone & Central Africa is responsible for ensuring that Afreximbank’s activities in the Francophone West Africa and Central Africa regions adhere to internal policies, regulatory frameworks, and international compliance standards. The role involves conducting due diligence, monitoring transactions, managing regulatory relationships, and providing compliance advisory services.
The ideal candidate should have strong expertise in compliance, anti-money laundering (AML), regulatory risk management, and governance, with experience in financial crime prevention and engagement with regional regulatory bodies.
Key Responsibilities
Regulatory Compliance & Risk Management
- Lead the Know Your Customer (KYC) and due diligence process for onboarding customers, ensuring regular updates of client information.
- Implement compliance risk management frameworks, ensuring adherence to internal policies and regulatory requirements across Francophone & Central Africa.
- Monitor client transactions to identify potential compliance risks and conduct regulatory gap assessments.
- Provide advisory services on international compliance standards and emerging regulatory developments affecting Afreximbank’s operations.
Regulatory Engagement & Stakeholder Management
- Maintain close relationships with regional regulatory bodies, ensuring alignment with local and international laws.
- Monitor the regulatory environment in Francophone & Central Africa, assessing the impact of new regulations on the Bank’s operations.
- Participate in regulatory training, advocacy initiatives, and compliance workshops, supporting financial institutions, government bodies, and corporate clients.
- Represent Afreximbank in compliance forums and working groups to advocate for best practices in trade finance and economic development.
Compliance Monitoring & Transaction Review
- Conduct compliance monitoring and assurance reviews, ensuring adherence to:
- Anti-Money Laundering (AML) & Counter-Terrorism Financing (CFT) policies
- Sanctions screening and risk assessments
- Trade-based money laundering (TBML) prevention measures
- Analyze client transactions and business operations, ensuring compliance with internal and external standards.
- Identify compliance deficiencies and propose corrective actions to mitigate risk.
Compliance Training & Ethics Program
- Develop and execute compliance training programs for internal stakeholders.
- Lead awareness initiatives on regulatory compliance, business ethics, and data protection policies.
- Support the implementation of the Bank’s ethics and business conduct program, including:
- Conflict of interest declarations
- Insider trading policy compliance
- Confidentiality and data protection policies
Compliance Strategy & Advisory
- Advise business units on compliance best practices, regulatory obligations, and industry standards.
- Provide compliance input for new product development, ensuring alignment with legal and regulatory requirements.
- Conduct regulatory impact assessments, analyzing how changes in compliance laws affect Afreximbank’s strategic direction.
- Support compliance advocacy efforts, promoting Afreximbank’s role in shaping financial regulation in Africa.
Reporting & Governance
- Draft and submit periodic compliance reports to management and the Board.
- Ensure compliance with key Afreximbank regulatory policies, including:
- AML, CFT, and Counter-Proliferation Financing policies
- Anti-Bribery & Corruption (ABC) guidelines
- Conflicts of Interest & External Engagement Policies
- Insider Trading & Market Conduct Rules
- Report any suspicious activities or regulatory breaches to the Compliance Department.
Minimum Qualifications & Experience

Education:
- Master’s degree in Law, Economics, or Finance from a recognized university.
- A professional certification in Compliance (e.g., CAMS, ICA, CRCM) is an advantage.

Experience:
- Minimum 8 years of experience in compliance, regulatory risk management, or financial crime prevention.
- Experience interacting with regulatory agencies and managing compliance frameworks.
- Strong knowledge of AML, trade-based money laundering, and financial crime regulations.
- Familiarity with compliance monitoring tools, due diligence systems, and risk assessment methodologies.

Technical Skills & Knowledge:
- Expertise in regulatory risk management, compliance monitoring, and reporting.
- Strong understanding of trade finance compliance, international banking regulations, and economic governance frameworks.
- Ability to interpret and apply regional and international compliance requirements.

Soft Skills:
- Fluency in French is required (English or Portuguese is an advantage).
- Strong relationship management, problem-solving, and analytical skills.
- Ability to handle complex compliance investigations and regulatory discussions.
- High attention to detail, professionalism, and strategic thinking.
